Yes, it does. There is no government "chemist" license; although you would have to be licensed to use certain chemicals or compounds (one couldn’t chemically distill hydrocodone in their own apartment without a license, for example.) But yes, it does make one a chemist.

On a side note: I know it wasn’t your intent, but I found it slightly insulting that someone just graduated college with a chemistry degree, and you actually claimed they weren’t a chemist.
