I am always hearing that to build a massive back you have to DL but isn't Romanians working the same back muscles so I can focus on Bent Rows on upper body days?

I would do heavy squats, then GM's or Stiff leg deads on one day, then either Romanian DL's or conventional DL's followed by light back squats (or front squats) on the second day. I guess you don't have to do conventional DL's, but you will get bored with Romanians after some time and might want another variation for your hip dominant (hamstring) exercise. Over time, all the variations have their worth, I wouldn't get hung up on choosing one. Snatch grip deadlifts are another great one. Plus, if you're doing an upper/lower split, I wouldn't do Deads on the upper body day.
