With 1 ml vials, it's probably less of a problem, but "proper" procedure is to replace the volume you'll be injecting and then draw. This should make it easier to withdraw the oil from the vial.
If it's a single dose ampoule, that's obviously not a concern. I only say that because i've never heard of a multi-dose 1 ml vial. But what do i know
