Last year, here in Blacksburg, SC, a young woman gave birth in a truckstop restroom, and left the baby boy in the toilet. Luckily, someone found the baby and it lived. They have a few pictures of young women, from security cameras, but since it was at a truckstop right off of a major highway the woman could have been from anywhere, and they have no leads to finding her. Here in SC, any hospital is authorized to take in newborns if the mother decides to abandon it, no questions asked.
