Grizzo, perhaps you're missing the point of the article. IMO the author isn't really focussing on racism, he's focussing on political corruption.
His argument goes as follows: Louisiana has been able to neglect the impoverished of NOLA because of their powerless. To some extent, this neglect is a contributing factor to why the poor of NOLA suffered the effects of the flood disproportionately.
Then the author raises a concern about the tax money that will now pour in to the reconstruction of NOLA. He's suggesting that the corrupt political class of Louisiana will use the suffering of the impoverished in order to get its hands on this money, but that they'll line their own pockets with it instead of spending it on those people who suffered the worst effects of the flood. And that they'll be able to get away with it because the impoverished are powerless. This is my reading of the article.
Is he right? Well, I can tell you this. If you read the history of Louisiana going back to the days of Huey Long, it becomes clear that Louisiana is one of the most corrupt (probably THE most corrupt) State in the Union because of its poverty -- and that the corruption in turn makes the poverty worse. So his argument is certainly plausible.

Grizz, I have Black, White, Creole, and Native American in my family. I'm 31 years old, and my Grandparents worked on the plantation in Arkansas until the 1960's. They were essentially slaves, the difference being they were paid $.03 a day, and paid $.10 a day for rent. This was done to keep them indebted to the plantation owner. The plantation owner also had a commissary where he would give credit to the "workers," further keeping them in debt. The southern states had laws which prevented Blacks from leaving any plantation where a debt was owed, unless another plantation owner bought that debt, in which, they would now become property of the new owner. My grandparents literally fled the plantation and arrived in Missouri.
Anyway, my Great-great-great grandparents were legal slaves. You have to remember African-Americans have been slaves far far longer than they have been free. The Emancipation Proclamation which was signed in 1865 only freed slaves in the rebellious states. There were a number of Northern and neutral states that possessed slaves until the 13th amendment was ratified. Even afterwards, many plantation owners refused to inform their slaves they were free until some time later.
I interviewed my grandmother and grandfather who still suffer from the horrific experiences they endured, and unfortunately they passed those same psychological scars to their children. You can never understand what African-Americans endured/endure unless you walk in their shoes. Its like trying to explain how it feels to grow up being an abused child if you have never experienced it.

Greyowl, that was a very interesting comment. Another reason the race issue has emerged is because historically the federal, state, and local governments to respond with a more delayed response then they do for whites, or the rich. This is occurred so many times in history that its sickening. So, trying to view it from an African-American perspective...why did our President go on a fund-raiser, and take 3 days to respond? This doesn't have in white communities, or in wealthy communities.
I don't believe someone sat there and said, "we're going to leave those negroes there for a few days." However, racism is so ingrained within the US that it is moreso institutionalized. And this is how it effects the poor, and minorities.

That's the same as the Pullman railroad deal. The difference is that he employed white "slaves". You lived in his housing. You bought his food. You bought his medicine. And all of it was priced well out of the money he payed you to keep you completely reliant on him. That's why that country song goes, "I owe my soul to the company store." Is that Jimmy Dean? I think it is, but that's beside the point.
What about the "white niggers" of the early 1800's? You know, the Irish immigrants. They weren't slaves like the black folks were, but they were seriously discriminated against. Businesses literally put up signs tha said Irish need not apply. Did they let that keep them down? No. They found a way to become affluent and powerful. In Chicago, the irishes dominate the politcal machine.
I'm sort of diverging from the topic into more of a rant, but the point is, they should quit fucking crying and do something about it. You can either wallow in misery or make yourself happy. They seem to prefer the easy route of wallowing.
One more quick point/illustration. My parents had a party last night. One of the ladies here was talking about her Polish cleaning lady. The NOLA thing was on the news and the Polish lady said, "oh, I don't feel sorry for them at all. Why are they sitting there? Why don't they walk out?"

This is also a country where everything costs as much as it does here. Did she wallow in her miserably poor existence? Fuck no! She hopped on a plane, came here and makes more than that each week now. Same with my training partner. I asked him why he is here and not back in Poland with the entire rest of his family. It's because he wanted to have a better life. Plain and simple. So he came here, learned english, learned a trade and now does quite well. Fix your shit and quit bitching.

It was like that with most companies, at least the more rural/western US companies that built railroads and river dams and mines. It was great for the company but bad for the worker. The Hoover Dam was one of the largest public works projects in American history and it was run the exact same way.

One of the guys I work with is from Bulgaria. Its a little po-dunk country in Eastern Europe that has no natural resources and a lot of poverty. This guy has been here for about 9 years, he originally moved to Chicago which is the largest US-based Bulgarian population. He didnt speak a word of English when he got here, now he speaks very good english (with an accent, of course) got his degree from the University of Chicago (one of the best finance schools in the world), and now has a very good job.
On Friday we were talking about immigrants and assimilating into US culture. He has regular discussions with his Bulgarian friends telling them that they need to learn to speak English if they ever want to get a decent job and to make something of themselves. He suggests that the immigrants actually get away from their heritage community and learn to speak English and to get an education, etc.
Sitting around bitching about your situation, whether you are Irish, Italian, black, or Eastern European is a waste of time! You control what happens in your life and how you react to situations. If you are a whiney little bitch that complain about something that happened 200 years ago, get the hell over it. Its not like there is a shortage of opportunities for people of all colors and races and backgrounds.

First, what a crock of shit!!!! Get out a little bit more and experience the US. Yes, in some places that is true but it is not true of the whole. Hell, if it's true then tell me why, with all of your worldly wisdom, do I need three years of college to become a State Trooper in the state of my choice when a black man only needs two and a black woman only needs one!!!!!??? If you ask me some of the BLACKS (not African Americans-that is the ancestry not race or citizenship) have it better than some of the whites! Wanna see racism against whites? That is exactly what many people took advantage of and they stayed in these temporary shelters....now long term shelters. So, I see absolutely no reason why the rest of these bums couldn't do it too. Oh, about that wage figure given in the article. So fucking what if half of the population makes less than $28,000 a year!!! Like Bob said, everyone has an opportunity to make their lives better. They just have to want it bad enough to do something about it.
