since men are visually stimulated it is not abnormal to want to see women naked, undressing, etc. especially anonymous women. however our rational mind tells us that this is inappropriate behavior for the reasons Bob listed... when people cross the line and do thing like this anyway they are crossing the line into a paraphilia type behavior.
