Both require reconstitution. hCG is not stable enough to last more than 30 days in liquid form.
Amps are the oddly shaped glass tubes that require one to snap them open. Each is thus intended for single use, or for mixing and storing in a vial. They're only intended as a temporary storage vehicle.
A vial is a glass bottle with a flat, reusable stopper at the top. You stick your needle through the stopper each time that you draw medication.
Needless to say, it is easier to use a vial. Simply inject some bacteriostatic water into the vial that contains the powdered hCG and you are done. If you use ampules, you'll need en empty vial to store what you've mixed.
