Yes you could start taking a few days prior to hcg.

I Idea of the Evista or other SERMS is not to help your "nuts recover"
What happens when using exogenous Testosterone{and other
AAS},is the body detects a high level of hormone in circulation, so stops producing it ,via the regulation of its control hormone, Luteinizing hormone {LH}, produced in the pituitary gland.{this pituitary function is the recovery concern PCT}
A few weeks or so after LH production has shut down the testis detecting no Luteinizing hormone in sometime also shut down.
The roll of HCG, is that of Luteinizing hormone {very similar in structure},the testis recognize the HCG as LH and resume online production status.
This does not address the main issue of the pituitary being shut down,this is where the SERMs comes into play.By blocking the estrogen receptor at the pituitary, which indicates to the pituitary adequate supply of testosterone via aromatisation {apparently}.This also only works if there in fact is lack of testosterone in circulation.
