There are two questions that this story raises.
(1) Can sniff dogs be trained to hit on steroids?
(2) Are sniff dogs trained to hit on steroids?
I think many people will agree that the former is possible although I don't think anyone knows how reliably they could be trained.
The second question is the most interesting in my opinion. Is law enforcement really spending the required amount of money on training sniff dogs for steroid detection!? It seems like a monumental waste of resources on something so trivial; it would be a much better use of taxpayer funds to train more bomb sniffer dogs (especially given that CBP's stated primary objective is anti-terrorism).
But given the extent of steroid hysteria and escalating penalties for steroid-related crimes, I wouldn't rule out anything.
