My first inclination is to say to ignore the thing and call it a loss. It depends if there was anything in the card that says what it was for, or maybe you were just sending your available cash to a family member for their birthday. Then you have to think about if the recepient was/is being watched. If they are and you try to claim it, they could probably get you for conspiracy and a few other things.

If it were me, then I would totally ignore it and throw it in the paper shredder.

i find it odd that they would confiscate only 258 bucks. call it a loss, they probably have the address flagged.

What right does the postal service have to open up birthday card envelopes? Even if the address is flagged...what law gives them that power?

No, you don't want the money back. That's scary that they intersepted funds sent in a card (they must have already busted the dealer). The letter wouldn't have been sent to Brazil by any chance?
