I'm sure it has. The problem is you took advice from people with limited real world experience who are probably in their 20's and 30's. You should have been told to stay flexible and be prepared to go at least 8 weeks and possibly 12 weeks on nolvadex, with a possible need to redo the HCG as well.
What was incorrectly focused on was your light cycle. Suppression is suppression... whether it's due to a 1,000mg/week cycle or a 300mg/week cycle. You're still suppressed.
Add on top of it the fact that you're in your 40's... and pct is a whole different ballgame.
PCT needs vary greatly from one individual to another. However, it is generally true that the older a person is the more pct is required. In your case, your nolvadex dosage was too light and way too short.
Go back to the HCG for 3 shots/week at 500iu for 3 weeks. Take 20mg (22mg based on your tabs) of nolvadex during this time. Then continue to take 22mg's of nolvadex for the following 6 weeks followed by 11mg's for the next 2 weeks. You should be OK at that point. However, if not, then you'll need to continue the nolvadex and periodically go off and see how you're doing.
Many studies with nolvadex and HCG last for months... up to one year in some cases. For someone in their 40's, 2-3 weeks of HCG should be followed by 1 month at 20mg/day minimum, with the real possibility of needing to go with 2-3 months of nolvadex.
I recently reviewed a case study on infertility with a male bodybuilder who required HCG at 10,000iu's twice a week... for 3 months... before semen returned to normal and fertility was regained.
