Your penis is fully developed tissue. Same reason gyno won't go away even if you stop the estrogen, it's 'There' now. It's not a muscle, but connective tissue filled with blood vessels.

But things CAN interfere with the functionality of that tissue (organ), like deca does.

Unfortunately, you can 'not' use it for years and years... and the thing will still hang there reminding you how bad you are at picking up women.
