HCG is banned by the World Anti-Doping Agency in males only and is considered a Schedule-III controlled substance in New York.

here is a list of all the states where either hcg or hgh are scheduled:

california - HCG- incorrectly listed as "HGC"
colorado - hcg and hgh
connecticut - hcg
illinois - not scheduled, non medical distribution of hgh is criminalized
indiana - hcg under legend drug act
louisiana - hcg is scheduled to prohibit practitioners from dispensing for body building
maine - all perscription drugs are sceduled
minnesota - hgh
nevada - hcg- incorrectly listed as "HGC"
new york - hcg
north carolina - hcg
oregon - hgh
pennysvania -hcg
rhode island - hcg and hgh
west virginia - hgh

theres your list, each item next to each state is the one scheduled in that state. the only states that schedule both seems to be rhode island and colorado....
