Not true. If you are a MD/PhD you are presented a DEA#. Anabolic Steroids (with the exception of THG), are all schedule 3 in the US. That means they are legal to possess with a prescription. It also means that ongoing research is accepted due to the nature they are not schedule 1.

Licensing is not readily attainable. I considered going thaty route to try get the N in the old NYC stack before the FDA intervened. Licensing is cost prohibitive and alot of hoop jumping and documentation.
