I have a home gym that I lift in a couple months out of the year. I'm a college student, so during the semester I'll work out here at a local powerlifting gym...but over vacations I'll go home and workout there.
I put 1/2" thick horse mats (used in horse stables) on the floor to cushion the weights.
Its usually warm in my basement, so I don't have to worry about the cold. However, Sebastian Burns, one of the best benchers in the world (though now retired) benches in a home gym nicknamed I think "the Shack"...because its a shack. In the summer its in the high 90s, and in the winter there is only a little portable heater...but its still cold enough to mist your breath and keep the weights and barbells frigid. It certainly works just fine for him.
Do what you need to do to be comfortable. If that means you wear a few extra layers of clothing, so be it.
